I remember looking for this figure all the time (I would have bought it). Never found it, or Rocky himself. All I ever saw was his manager and the opponents.
This, from what I can tell, is from the series of Rocky figures released a few years ago.
I could be mistaken, but I swear there was a Thunderlips figure released around the time of the film’s release in the early 1980s. I have fond memories of playing with it as a kid.

They made a Rocky “Slab Of Meat” accessory (seriously). http://www.cracked.com/article_19625_the-36-worst-action-figures-from-iconic-toy-lines.html
Hey, that slab of meat got me through plenty of lonely nights…
That’s what Triple H said when he was with Chyna.
HEYOOOO!!
*pretends to swing a golf club*.
I think you’ll find (in finest Alec Guinness voice) that’s no accessory, that’s the toy
Bit of a melancholic look on the Hulkster’s face there – did he know that film-wise it was all downhill from there?
Ha! He very well might have… It really never got any bigger for him than this one, did it?
I’m the one who submitted it, An the look on his face is the reason I did.
Perhaps he’s upset that someone stole his kneecaps?

Yes, there was, and I believe I may still have it somewhere along with a Rocky figure from the same line (sans gloves, if I’m not mistaken).
